The post is at Senior Civil Service Pay Band 1 (SCS1) level. The current salary is £81,000 to £117,800. Standard pay rules apply for existing civil servants.

The role is based in London, Salford, Birmingham, Bristol, Cardiff, Darlington or Edinburgh.

Matrix is a brilliant opportunity to create a bit of history, working on a programme that will be bringing corporate service functions of 8 government departments together, sharing and collaborating. It will not only bring significant efficiencies, saving taxpayers money, but also a vastly improved experience for the 46,000 civil servants who use these services on a day-to-day basis and enabling better decision-making through enhanced data and reporting capabilities.

The Deputy Director for Service Implementation is an exciting opportunity for a senior leader to work with our future service provider, external partners and senior stakeholders across eight Departments to design and deliver new services across HR, Finance and Procurement.

This completely transformed service is called Neo, delivered by a single partner using the single Neo Enterprise Resource Planning system, will be the key mechanism for delivering genuine Clustering of back-office services across multiple government Departments.

Key Responsibilities include but are not limited to:

  • Completing all elements of the Neo Service Design, designing and leading the required Programme engagement and governance with Govt Depts., including enabling services to enable, help and support for general and specialist users of the Neo Service.
  • Ensuring that the objectives and principles behind the Neo Service Design - and the design itself - are understood and reflected at all levels, and impact-assessed and updated where required, as we proceed through IT Build and Test, Data Migration and Transformation, Integration and Business Change, including leading on the articulation of the new service for future onboarding organisations.
  • Leading for the Matrix Programme (partnering with existing service providers who will become part of the Neo ecosystem) to complete the detailed design of the Neo Centre Office, the body which will manage services and contracts including with the Shared Services organisation, and its interactions with all other parts of the Neo ecosystem,
  • Leading the implementation of the Neo Centre Office, this will include designing and agreeing with Depts the transition approach and schedule of the handover from programmatic ownership to business as usual,
  • Design and implement the future governance for the Neo Service which will span across the strategic, operational and transactional layers to ensure the service can be managed efficiently and effectively. This will enable the service to be continually improved,
  • Represent the Matrix Programme, providing expertise and advice in cross government forums or to other government programmes for initiatives that connect to or impact the programme.
