Deputy Director for Strategic Water Resource Options (SWRO) - 31341

We are seeking an inclusive and strategic leader to join the Environment Agency as Deputy Director for Strategic Water Resource Options (SWRO).

This role involves guiding a £50 billion national infrastructure investment programme through to 2050, supporting sustainable growth, climate resilience, and environmental protection.

You will lead a portfolio of 33 major water resource infrastructure projects, working with a skilled team of programme office staff, technical experts, and communications specialists. The role requires collaboration across local, regional, and national levels, engaging with colleagues, communities, industry, and government.

Key responsibilities include:

• Developing and leading the national water resources programme
• Aligning strategy with the Environment Agency Board, Executive Directors, and senior leaders
• Collaborating with Defra, RAPID, and the water sector
• Managing programme risks, assurance, and benefits
• Planning for necessary skills and resources
• Managing a budget of approximately £3–5 million
• Leading engagement with central government and local communities

Experience and skills required:

• Proven ability to deliver complex programmes and achieve impactful results
• Experience leading diverse, multi-disciplinary teams and establishing effective governance
• Strong financial management skills, including overseeing significant budgets
• Excellent communication skills and ability to influence stakeholders
• Knowledge of UK water sector policies and regulations (desirable but not essential)

Qualifications:

• A degree or equivalent experience in a relevant field
• Professional qualification in programme management or membership of a relevant body (e.g., APM, CIWEM) is desirable
