They will work closely with senior leaders across the department, working directly with the Ministerial team and the Permanent Secretary, DGs and Directors to ensure that the department delivers on the Secretary of State's priorities and outcomes. The postholder will lead a team to articulate and then ensure progress and delivery against the department's key priorities. This will involve ensuring that we have a stronger strategic policy and delivery grip, surfacing tensions and trade-offs early and achieving effective policy coordination and decisions across the Department. They will also lead the team responsible for transforming Defra's approach to delivery in Place.The Strategy and Delivery Deputy Director role is one of three DD-led teams within Strategy Directorate. It has a budget of c£3.5m and a team of 32FTE. The team covers four key work areas as:Key work areasStrategy Unit. Shaping and driving the department’s strategy. This includes ensuring policy coherence across Defra, in particular its land-based strategies, and acting where needed as a broker to resolve inter-departmental tensions (for example on sequencing and alignment of land-based strategies); as well as picking up and resolving emerging issues. The SU also leads on political change and supports the Permanent Secretary and SoS.Delivery Unit. Leading a multidisciplinary team of policy and analysts working closely with Ministers and SPADS to increase confidence of the delivery of Defra’s top priorities. This includes by: strengthening the department‘s delivery systems and architecture; and improving grip through working with teams across the department to set targets, trajectories and delivery path ways.Leading short-term sprints on high-profile, high-priority and urgent work for ExCo, Ministers and SPADS. These have ranged from policy and analytical sprints (e.g. red teaming exercise of major agricultural reforms; considering the financial health of the flood reinsurance sector) to being more delivery focussed (eg developing dashboards on water quality and major infrastructure; advising on the operating model for a new nature markets’ capability).Making a success of place-based delivery reforms across Defra Group. This includes leading on Defra’s strategic approach to English Devolution and engagement with Mayors. It also includes delivering the ambitious pathfinder programme with Mayoral Combined Authorities and National Parks (a top 15 priority for the Hancock/ Corry implementation). The deliverables for this role are mission critical for the Department and wider Group. The post holder will have significant exposure to and must have confidence in advising and challenging Ministers, SpAds, the Permanent Secretary and ExCo to support effective decision-making.Person specificationEmpowering & inspiring Leadership: Demonstratable ability to inspire, empower and unite a team around a shared vision.
