Director, Global Location Strategy & OperationsWe are seeking a senior leader to oversee the strategic alignment and operational execution of location-based initiatives across the organization. This role ensures locations align with the company’s global workforce and business strategies, driving operational excellence and continuous improvement in location planning, performance, and evaluation. The Director will collaborate with cross-functional partners and senior leadership to execute location strategy across regions.
Responsibilities
Lead and drive decisions related to location strategy (expansions, new markets, M&A, exits) by partnering with and influencing senior leaders and cross-functional teams.
Participate in workforce planning discussions with People Team members and leaders to inform location strategy decisions.
Facilitate regular alignment sessions with regional leaders to ensure consistent communication and implementation of location strategies.
Act as a liaison among business units to coordinate cross-functional initiatives and resolve location-related challenges.
Design location health scorecards and metrics to track performance, analyze location data, and provide actionable insights for continuous improvement.
Oversee the end-to-end process for new location requests, including business case creation, due diligence, feasibility research, resource/budget allocation, and stakeholder approvals.
Direct and oversee project planning and execution of location expansion or exit initiatives, coordinating deliverables across functions to meet timelines.
Drive program improvements for Regional Leadership Councils and partner on key initiatives and deliverables.
Work autonomously, proactively identifying opportunities for collaboration and program improvements.
Own and maintain Twilio’s Global Hiring guidelines for all locations, ensuring compliance with regional and corporate policies and alignment with location strategy.
Manage a project manager, providing day-to-day support, and aligning quarterly goals and priorities.

Required: A minimum of 7 years of global project and/or program management with a track record of delivering large-scale, cross-functional initiatives.
Ability to partner with leaders to define objectives, understand strategies, and collaborate on recommendations.
Ability to write strong business cases with cross-functional inputs, including risks, resources, and executive recommendations; capable of influencing stakeholders at all levels.
Strong leadership, communication, and collaboration skills; ability to influence stakeholders at all levels.
Experience managing complex projects and cross-functional teams with clear deliverables and timelines.
Establish a change management framework for location initiatives and enable stakeholders as needed.
Global mindset with region-specific recommendations; flexible to work across time zones.
Ability to work across time zones, including North America or Asia-Pacific hours as needed.
Desired: Experience with location strategy and operations; experience as a people manager; understanding of workforce planning processes.
Location
This role is remote and based in Ireland or the United Kingdom.
Travel
Occasional travel may be required to participate in project or team in-person meetings. Flexibility to work across time zones is important.
