Overview Director of Operations - Band 9, 1 WTE (Full Time), up to 6 months Secondment Opportunity Are you ready to make a real difference at a pivotal time for healthcare in Devon? We are seeking an Interim Director of Operations to provide dynamic strategic and operational leadership across Devon. In this high‑impact role, you will oversee the System Operations Centre, Emergency Preparedness, Resilience and Response (EPRR), Urgent and Emergency Care (UEC), and Elective Performance, ensuring commissioned services remain effective, resilient, and centred around patient needs. You will shape innovative approaches to service delivery, particularly as we meet winter challenges and drive forward operational priorities. Priorities will be agreed with you on appointment, giving you the chance to help set the agenda and influence the future of healthcare in Devon. As Interim Director of Operations, you will develop a system‑wide strategy, championing solutions and innovation with a focus on delivering high‑quality, cost‑effective care through strategic planning, commissioning and robust evaluation of outcomes. Responsibilities You will lead efforts to shift the focus from acute to community‑based care, prioritise prevention, harness digital solutions, and tackle health inequalities to improve population health and service efficiency. Main duties of the job include developing a system‑wide strategy, maintaining strong relationships with partners, and ensuring robust governance and performance management across services. Qualifications and experience Essential
Educated to master’s level in a relevant subject or equivalent level of experience in a similar role. Significant evidence of continued professional development. Demonstrated expertise in a healthcare environment, with commissioning experience and awareness of public and private sector management practices. Strong stakeholder relationship skills, political acumen, sound judgement, and the ability to make autonomous decisions on challenging issues. Experience in leading and delivering change in a complex, politically sensitive environment; ability to influence and communicate effectively with senior stakeholders. Ability to analyse complex information, manage data and provide informative reporting to boards and management. Leadership, strategic thinking, planning, and the ability to work between strategic and operational activities. Experience in managing workload and making informed decisions under tight timescales, with autonomous decision‑making when required.
Experience
Significant leadership experience transforming services in commissioning at an equivalent level. Senior level management experience in the NHS or a related public health field. Board‑level experience leading complex change programs in politically sensitive environments. Experience in budgeting, project and programme management, and delivering priorities in a partnership context.
