With oversight of key financial services, a substantial revenue and capital budget, and a diverse team, you will directly influence the borough’s long-term financial sustainability.About the RoleReporting to the Executive Director of Finance & Digital (Section 151 Officer), you will:Act as the Deputy Section 151 Officer, supporting statutory responsibilities.Lead financial strategy, planning and reporting, treasury, pensions, and accountancy.Drive financial transformation and modernisation through innovation and technology.Provide strategic financial leadership for a £220m revenue and £50m capital budget.Oversee a workforce of 150+ and manage a service budget of £12m.Be a key advisor on Merton’s ambitious housing and regeneration programmes.Promote robust governance and ensure value for money across all financial operations.Actively contribute to the corporate leadership of the Finance & Digital Directorate.Key ResponsibilitiesLead the delivery of a high-performing, customer-focused finance serviceEnsure effective financial monitoring, reporting, and control frameworksAdvise on complex capital and investment decisions and risksShape and deliver the Medium-Term Financial Strategy and annual budgetsLead and motivate finance teams and embed a culture of continuous improvementRepresent the authority in key stakeholder and partnership forumsActively support major transformation programmes across the CouncilDeputise for the Section 151 Officer as needed and engage in emergency planningAbout YouWe are looking for a confident, innovative, and collaborative leader who can operate at both a strategic and operational level.You will have:Full CCAB or CIMA qualification (CIPFA preferred)Extensive experience in senior local government finance rolesDeep knowledge of local government accounting, audit, pensions, and treasuryProven leadership of large, complex financial operations and multi-disciplinary teamsPolitical acumen and ability to influence at senior levelsStrong stakeholder management and communication skillsA track record of supporting transformation and delivering value for moneyA clear vision for how finance can enable change, improvement, and service deliveryWhy Join Merton?Merton is an ambitious, forward-thinking borough with a clear vision for sustainable growth, resident-focused services, and financial resilience.
