This newly created role is at the heart of Homes England’s delivery model. As Executive Director – Technical, Capacity and Co-ordination, you will provide the frameworks, insight and expertise that enable regional teams and partners to deliver the Government’s housing and regeneration ambitions.

The role
As Executive Director – Technical, Capacity and Co-ordination, you will lead a national hub of technical and delivery expertise, providing cross-cutting services, frameworks and capacity to support Homes England’s regional and thematic priorities.
Reporting to the Chief Regional Delivery Officer, you will oversee a multi-disciplinary team of 70–90 professionals, with deep expertise spanning the development lifecycle — from planning and enabling through to contracting, asset management and exit strategies. You will:
- Lead the development and operation of national frameworks, delivery panels and toolkits (including ATLAS) to support local delivery.
- Provide portfolio-level oversight of cross-cutting programmes, including New Towns, Strategic Place Partnerships and regeneration initiatives.
- Play a key role in assurance and peer review processes, ensuring rigour, value for money and compliance.
- Operate as a senior ambassador for Homes England, working with developers, consultants, central government and local partners to translate policy into practical delivery.
- Align technical and capacity support to regional teams on a “hub and spoke” basis, ensuring resources are deployed flexibly and effectively to meet the needs of places.

About you
We are seeking a senior leader with a strong technical background in housing, regeneration, or property, and the ability to operate at the highest strategic levels.
- Significant experience at executive or director level in property, regeneration or development, with a proven track record of translating strategy into delivery.
- Significant experience and knowledge of working within central and local government, including financial frameworks, business case development and the wider policy environment.
- Outstanding leadership skills, with the ability to inspire and direct a diverse, multi-disciplinary team while embedding a culture of professional excellence.
- Excellent relationship management and influencing skills, with credibility at Ministerial, Mayoral and industry levels.
