Cobalt Housing is a registered housing association based in North Liverpool. We were formed in February 2003 following the transfer of our homes from Liverpool City Council. The organisation manages and maintains around 6000 affordable homes in the Fazakerley & Sparrow Hall, Croxteth and Norris Green areas of North Liverpool. As the majority landlord in the area, Cobalt is actively engaged in a wide range of economic, neighbourhood and community regeneration activity. By providing quality places to live and support to those who need it, Cobalt plays a massive part in developing thriving communities where people are proud to live and can be their best. We are currently reviewing our approach to Growth and Investment, with a view to maximising the opportunities available via the new operating landscape, whilst meeting the priorities of our existing stock and ensuring our homes meet the needs of our customers. Development sits within the Communities and Regeneration Directorate. This portfolio covers Development, Sales, Customer Service, Neighbourhood Management, Customer Voice, Social Impact and Customer Access. You will be a customer focused development professional, who recognises the importance of customer experience as well as supporting your colleagues elsewhere in the business to ensure that our new homes are well-designed and inclusive of the products and technologies that are important to Cobalt. You will lead, manage, and motivate staff ensuring that the new build programme is successfully delivered in line with business and funding targets and ensuring high quality homes and customer service is provided to Cobalt customers. This is an exciting opportunity to join Cobalt as Assistant Director of Development, Regeneration & Sales. Responsibilities
- Lead the delivery of Cobalt's development, sales, and regeneration programme across the Liverpool City Region / Cobalt growth areas, ensuring alignment with the Group's Growth and Investment Strategy and Corporate Plan.
- Oversee Homes England grant-funded schemes, regeneration projects, and S106 opportunities, ensuring milestones, compliance, and value for money.
- Provide strong leadership to Development, Sales, and Regeneration teams, motivating staff, managing performance, and fostering a high-performance culture.
- Develop and maintain effective partnerships with Local Authorities, Homes England, developer partners, and the Liverpool City Region Combined Authority.
- Manage financial planning, risk, and performance reporting, ensuring compliance with Cobalt's Financial Regulations and standing orders.
- Ensure schemes meet all relevant legislative and regulatory requirements including Building Safety, CDM, health & safety, and planning/building regulations.
- Prepare and present reports to the Board and act as lead contact for the Investment & Development Committee.
- Champion customer excellence, ensuring resident engagement, minimising complaints, and embedding Equality, Diversity, and Inclusion throughout the service.
- Proven experience of leading high-performing development, sales, or regeneration teams in a complex organisation.
- Strong knowledge of residential development processes, grant funding, financial modelling, and construction procurement.
- Commercially astute with the ability to identify and secure new business and development opportunities.
- Skilled in managing risk, adapting to changing market conditions, and delivering large-scale projects at pace.
- Excellent stakeholder management, negotiation, and partnership-building skills.
- Strategic thinker with a track record of leading organisational change and driving continuous improvement.
