Main duties of the job
In this role, you will support NHS Blood and Transplant (NHSBT), which provides blood, organs, and related services to the NHS. The post covers England, Wales, Scotland, and Northern Ireland, requiring knowledge of government, legal, and commissioning frameworks across all four nations. You will also lead commissioning negotiations for Organ Retrieval. Your responsibilities will include:
1. Leading for the Directorate on the strategic development and implementation of services commissioned by the directorate (circa £25m) and in particular organ retrieval and takes the lead for commissioning of associated services.
2. Ensuring the delivery of targets assigned to the role to ensure that retrieval and associated organ, tissue and eye improvement schemes contribute to an increase in the number of transplants.
3. Providing the strategic lead for the Directorate in engaging with NHS organ retrieval and transplantation providers to plan services and develop a commissioning strategy with the aim of achieving an integrated high quality organ retrieval service.
4. Ensuring operational delivery, service quality and budget for the Organ Donation and Transplantation Hub; a 24/7 operations centre that holds the UKs Transplant Lists, makes organ offers, coordinates resource, mobilises organ retrieval teams and processes patient follow-up information.

Person Specification
Qualifications
- Masters degree or masters level knowledge acquired through experience at this level, supported by post qualifying experience in a senior commissioning and/or service development role.
- In depth professional knowledge and experience in different functions i.e. commissioning, service development, strategic management and development, finance and managing staff achieved through training and demonstrated work experience at a senior level.
- Demonstrate commitment to own Continued Professional Development (CPD).
Experience
- Comprehensive commissioning experience as a senior NHS manager or within an appropriate commercial sector.
- Management of a multi-million-pound budget attributed to a number of service areas.
- Extensive experience of working closely with consultants and securing significant change in clinical practice through commissioning.
- Experience of developing and implementing strategic plans and policies within a high-profile clinical service.
- Substantial experience of leading change and service improvement.
- Experience of contract negotiation, management, monitoring and evaluation.
- Conversant with statistical techniques and able to commission relevant analytical services.
- Experience of operational management of health services in secondary care.
