OverviewDirector Communities, Housing and EnvironmentJob location: Leeds, United Kingdom. Permanent, full-time role. Hours: 37 per week. Salary: up to £179,320 (DIR DCS). The Leeds initiative focuses on health and wellbeing, climate action, housing and community development as part of the Best City Ambition.Job PurposeLead and manage the Communities, Housing and Environment Directorate and provide strategic direction and vision for the effective delivery of a range of city services including climate, energy and greenspaces, community hubs, welfare and business development, environmental services, elections and regulatory services, housing, and safer, stronger communities. Provide strategic leadership and advice to decision makers and work with partners at national, regional and local levels.ResponsibilitiesOversee statutory responsibilities of the Council in relation to social housing and ensure the Leeds Housing Strategy is delivered.Lead on core priorities: Strong Communities and Sustainable City, progressing net zero and nature-positive aims and empowering residents and businesses.Lead locality working arrangements, model place-based working, optimise locality estate, renew democracy, and use data to drive local decision making.Chair the city’s Safer Leeds Executive and lead the customer service transformation programme and Cohesion Strategy.Oversee delivery of projects supporting Net Zero and Sustainable City ambitions and the waste management strategy.Ensure all activities align with the Council’s broader objectives on people and communities.Advocacy and PartnershipProvide strategic leadership and advice to Council decision makers.Collaborate with national, regional and local partners to deliver city-wide changes.CLT and LeadershipEnsure effective budget management within the Directorate and deliver services within budgets.Promote diversity and inclusion in service delivery and HR areas; embed Equality, Diversity and Inclusion culture and comply with Equalities Act 2010.Lead Health, Safety, Wellbeing and Fire culture and implement the council-wide framework.Align duties with Leeds Ambitions and the city’s strategic objectives.Role includes other duties commensurate with the grade.QualificationsRelevant degree qualification or substantial experience in the field, with substantial senior leadership and management experience. A professional qualification relevant to the sectors is desirable.Working ContextFlexible, hybrid working with time in various city/region locations. Generally Monday to Friday hours, with required attendance outside normal hours for meetings/events. Member of Corporate Leadership Team and on-call rota.Essential RequirementsStrategic and operational resource management within financial limits; ability to prioritise and allocate resources.Strong decision-making and organizational skills; experience delivering complex strategies and outcomes.Ability to develop and implement complex strategies and lead cross-sector projects.Excellent communication and stakeholder engagement; ability to influence and build partnerships regionally and nationally.Senior leadership experience in a large multi-disciplinary organisation; experience in a political environment; familiarity with local government processes and working with Council Members and unions.Knowledge of health, safety, confidentiality, data protection, and related policies.Behavioural & Other CharacteristicsUnderstand and embody Leeds City Council values and behaviours; commit to Leeds Ambitions for Health, Inclusive Growth, Strong Communities and Sustainable City.Promote a people-first approach; comply with council policies on health, safety, security, confidentiality, and data protection.Lead on equality and diversity, challenge racism, bullying, harassment, and abuse; promote compassionate leadership.Lead the agenda on equality and diversity policies and practices.ApplicationApply for this job.
