You will work collaboratively with Elected Members, colleagues across the Council, and external partners to bring our Corporate and Community Plans to life.LocationThe post-holders normal place of work will be between Antrim Civic Centre, 50 Stiles Way, Antrim, BT41 2UB, and Mossley Mill, Carnmoney Road North, Newtownabbey, BT36 5QA, or any Council location as reasonably directed. This role may also involve travel to other locations to fulfil the duties.Normal Working Week37 hours, Monday-Friday, 9am-5pm. The post-holder will be required to attend Council and Committee meetings as required. The nature of this post means that unsocial hours may be required at times, in addition to the normal working week.Other ConditionsFull current driving licence or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full.Main Purpose of JobMaximise the synergies, benefits and outcomes in relation to the Corporate and Community Plans through effective cross-departmental collaboration. In the context of the Council’s Corporate Plan, provide effective leadership as part of the Corporate Leadership Team:Ensure the strategic management and development of Antrim and Newtownabbey Borough Council as a customer and performance-focused organisation, supported by effective use of Council resources and development/co-ordination of strategies to deliver the Community and Corporate Plans.Advise and guide the Chief Executive and the Council on the formation, development and application of policy and strategic decisions relating to the Directorate and services/facilities.Manage, motivate, develop and empower all departmental employees, leading them to achieve strategic and operational objectives.Provide leadership and direction on corporate issues, particularly in relation to the Directorate as a member of the Corporate Leadership Team (CLT).Identify, monitor and analyse trends in social policy and the wider environment, anticipating opportunities and implications for the Council in delivering its vision to the community.Influence and scrutinise social and wider public policies impacting the quality of life of residents in the Council area.QualificationsEssentialA relevant degree or equivalent level qualification.CIPD professional membership (Chartered Member or Chartered Fellow status).ExperienceSenior management level experience is required (working at or reporting directly to Tier 2 level or equivalent). Experience must be within a unionised organisation employing at least 200 staff and with an annual budget of at least £10 million. Demonstrate 4 years of senior management experience in a strategic People and Organisational Transformation role, including:Providing effective leadership of a progressive HR/People Strategy.Leading a programme of change and transformation to develop people and corporate performance within budget.Leading and managing the performance of a multi-disciplinary business unit/service.Developing highly effective working relationships and influencing at Executive/Board level.Interpreting policy, legislation and data to influence strategy and inform corporate decisions.DesirableExperience in managing and implementing the legislative framework governing the work of a public sector body.OtherFull current driving licence or access to a suitable transport arrangement to enable duties to be carried out in full.How to ApplyFor further details and to apply, please click on the APPLY button below to be directed to our website.Closing date: 20 October 2025 at 12 noon.
