Finance Regulatory Controller – Director (AVP) – Glasgow. Regulatory Controllers are responsible for ensuring that Morgan Stanley maintains adequate capital resources to meet the firm’s investment business commitments and to withstand risks (e.g., Market Risk and Counterparty Risk). The Regulatory Controller team in Glasgow handles regulatory capital processes and projects across Market Risk, Credit Risk, Own Funds and Leverage. The role sits within the Global Regulatory Controller function with colleagues in London, Frankfurt, New York, Budapest and Mumbai.

We are currently offering an opportunity within the Capital Initiatives team within Glasgow Reg Control. The successful candidate will drive multiple initiatives and project workstreams, including Basel 3 (BCBS BCBS proposals such as B3EG) and other capital initiatives, data-related reviews, run-the-bank improvements, and future state builds in capital systems.

What you’ll be doing

• High focus on existing and upcoming Capital rules (e.g., B3EG), ensuring accuracy and compliance of capital calculations and supporting governance and assurance agendas.
• Develop and maintain detailed project plans across B3EG working groups as required.
• Perform regulatory rule-based self-assessments and facilitate implementation challenge sessions.
• Ensure all project documentation is complete, accurate and up-to-date.
• Collaborate across divisions to catalogue and document key interpretation and implementation decisions.
• Communicate project status, risks, and issues to key project stakeholders, including senior management.
• Work with Project and Technology teams to prioritise and implement new calculations to enhance controls and improve processes.
• Support and enforce data governance framework as part of ongoing data initiatives (e.g., Data Policy; BCBS 239).
• Act as a key contact for analysis related to ad hoc regulatory data requests and assessments, ensuring timely and accurate delivery of information.
• Provide leadership and direction around implementation of regulatory rule and reporting changes including infrastructure and operating model development.

What We’re Looking For

• Experience of regulatory reporting (highly desirable) or experience managing large-scale projects.
• Experience within large financial services firms or other directly relevant experience (commensurate with the role).
• Ability to work effectively within local and global teams, as well as independently.
• Excellent communication and management skills.
• Flexibility to work in a dynamic environment under tight deadlines.
• Proficiency in MS Office applications.
• Planning and organisation expertise when working with virtual global teams.
• Self-motivated with high standards for quality and accuracy.
