Do you have a strong HR transformation background, ideally having led payroll and reward implementations?


A public sector organisation based in central London is currently recruiting a Programme Integration Director – HR Transformation on a 10 month interim basis.


This will be on a day rate of £900 - £1100 per day inside IR35 (umbrella). They will offer hybrid working with 3 days per week on site required.


Role Summary:


The Programme Integration Director leads the horizontal coordination across interdependent programmes (Pay and Reward review - and Programme SAPphire – ERP implementation) to ensure strategic alignment, seamless integration, and consistent delivery.


This role is pivotal in enabling enterprise-wide transformation by fostering collaboration, managing cross-cutting dependencies, and ensuring that change is embedded and sustained beyond programme closure. Note this role is not about delivery, but about establishing infrastructure and governance.


Key Responsibilities:


  • Drive strategic alignment across key programmes to ensure cohesive delivery of organisational objectives
  • Lead integration planning and execution across programme workstreams, ensuring interdependencies are identified and effectively managed
  • Map interdependencies across corporate programmes and work with the Enterprise Portfolio Management Office (EPMO) to coordinate a corporate response to any potential conflicts
  • Identify and report any potential conflicts to the Deputy Senior Responsible Officer (DSRO)
  • Collaborate with the Operational Readiness and Change Management Lead, Stakeholder Engagement Lead, and Chief People Officer to ensure the organisation understands and is ready for change
  • Support the development and execution of transition plans to embed new ways of working into Business as Usual (BAU)
  • Establish and maintain effective governance and reporting mechanisms to monitor integration progress, risks, and issues
  • Engage senior stakeholders to maintain alignment, secure commitment, and support informed decision-making
  • Engage with the Future Ambition 18 and the Change Network to understand and support change readiness within services and institutions
  • Champion change readiness and adoption, ensuring benefits are realised and sustained post-delivery
  • Provide strategic insight and challenge to ensure integration efforts remain focused, efficient, and value-driven


Essential Skills and Experience


  • Experience of pay and reward reviews and/or ERP implementation within complex organisations.
  • Experience with SAP ERP integration is highly desirable.
  • Experience of leading HR transformation and improvement programmes
  • Proven experience in leading complex, cross-functional programme integration within complex organisations
  • Strong understanding of programme and portfolio management principles, including governance and risk management
  • Excellent stakeholder engagement and communication skills, with the ability to influence at senior levels
  • Experience in change management and supporting organisational readiness for transformation
  • Strategic thinker with strong analytical and problem-solving capabilities
