Programme Manager/Programme Director - SC Clearance Needed - Remote - Outside IR35

Overview: We are seeking an experienced Programme Manager / Programme Director to lead the successful delivery of high-impact, cross-cutting programmes within the UK public sector. This role requires a strategic thinker with a strong track record in programme governance, stakeholder engagement, and multi-disciplinary team leadership—delivering digital, policy, or transformation outcomes in line with government standards and needs.

Key Responsibilities:

1. Lead the end-to-end delivery of large-scale public sector programmes, ensuring alignment with departmental strategy, business goals, and policy outcomes
2. Establish programme governance, reporting structures, and assurance mechanisms to track progress, risk, and benefits realisation
3. Coordinate cross-functional delivery teams across digital, policy, operational, and commercial workstreams
4. Engage senior stakeholders across government departments, agencies, suppliers, and third parties, maintaining buy-in and transparency
5. Manage delivery partners and suppliers, ensuring performance against SLAs and milestones
6. Own programme scope, budget, risks, and delivery timeline
7. Ensure adherence to GDS service standards and project lifecycle (Discovery to Live), where applicable
8. Drive continuous improvement, lessons learned, and knowledge sharing across teams
