Overview The opportunity is for a Director with public sector surveying or PFI surveying experience to join CBRE’s building surveying team, which focuses on traditional building surveying services with a bias towards commercial lease expiry and dilapidations advice. The building surveying team is part of the wider Projects & Building Consultancy department, providing a broad range of construction and building consultancy services. The candidate will predominantly work alongside CBRE’s PFI contract experts within the Strategic Consulting team, as well as other CBRE and Turner & Townsend teams, to develop and progress the delivery model and service offering for PFI hand-back condition surveys. Knowledge of PFI contracts and the IPA Asset Condition Playbook survey process is key. There is an existing service offering hand-back surveys, but leadership is required to build the service stream, pitching and delivering the surveys. The role reports to the London building surveying team, with location flexibility discussed with the right candidate. Responsibilities
Strategic Leadership: Develop and drive CBRE’s PFI hand-back service line strategy in alignment with broader growth objectives. Business Development & Bidding: Lead and support bids and tenders for PFI and hand-back projects for public and private sector clients. Team & Resource Build: In conjunction with department leadership, assess delivery model and, as agreed, recruit, develop, and manage a high-performing surveying team for PFI requirements. Contract Delivery: Oversee full lifecycles of hand-back surveys from scoping through procurement oversight, delivery and stakeholder reporting. Client & Stakeholder Management: Build relationships with public and private sector clients, FM providers, and private-sector partners. Governance & Compliance: Ensure adherence to the IPA PFI Playbook and applicable public-sector standards and quality systems. Commercial Oversight: Manage budgeting, pricing, P&L, and contribute to profitable service delivery.
Qualifications
Chartered or equivalent qualification in Building Surveying (e.g. MRICS) with extensive experience (5+ years) in public-sector surveying and PFI. Demonstrated knowledge of the IPA PFI Playbook and experience with both public- and private-sector PFI stakeholders. Proven leadership in shaping strategy, leading bids, cultivating new service lines, and recruiting teams. Track record delivering PFI related surveys, preferably in healthcare, education, or infrastructure contexts. Excellent stakeholder engagement, negotiation, and commercial management skills. Strong data analysis and contract interpretation capabilities. Organise and prioritise tasks so that they are efficiently completed within an agreed time frame. Provide concise and clear written communication with accurate and excellent attention to detail. Sociable and outgoing team player who deals effectively with colleagues and clients; confident and assertive where required, using discretion. Clean driving licence and willingness to travel within the UK. Strong line management skills and experience.
