OverviewWe are looking for a Programme Delivery Director to join our Digital Delivery team at the Parliamentary Digital Service (PDS). The role leads strategic change through digitally enabled transformation of products and services, including embedding a new Enterprise Resource Management (ERP) technology platform and associated business process transformation and a people-centred operating model design. The Programme Delivery Director will work with and on behalf of a community of Senior Responsible Owners (SROs) and will enable successful delivery at pace, ensuring outcomes and objectives are achievable, making decisions to drive the programme forward and escalating as appropriate. The role requires engagement with parliamentary stakeholders at all levels across the House of Commons and House of Lords, senior management teams, third-party suppliers, and internal digital and parliamentary teams. The Programme Delivery Director will own the overall programmatic delivery approach for the Digital Service, working with the Directors of Digital Delivery to fit into a wider agile delivery model and the programme management community of practice. This is a pivotal leadership role requiring engagement with leadership colleagues across PDS and a diverse range of stakeholders.ResponsibilitiesLead strategic change through digitally enabled transformation of products and services, including ERP implementation and associated business process transformation.Partner with Senior Responsible Owners (SROs) to enable successful delivery at pace and ensure outcomes are achievable; take decisions to drive the programme forward and escalate as appropriate.Proactively manage risks or issues threatening delivery timelines; collaborate to resolve problems and keep delivery on track.Set direction and convey a persuasive, ambitious yet deliverable vision for the programme; engage and manage parliamentary stakeholders across the House of Commons and House of Lords, senior management teams, third-party suppliers, and internal digital and parliamentary teams.Own the overall programmatic delivery approach for the Digital Service and align with the Directors of Digital Delivery to fit into a wider agile delivery model and community of practice.QualificationsExperience in leading large-scale digital transformation or complex technology programmes within a public sector context or complex organisation; ability to shape strategy, navigate complex organisational systems, drive significant change to achieve outcomes and benefits, and ensure new technologies align with organisational priorities; operational experience of Enterprise IT infrastructure and integration with applications and systems.A successful track record of leading the implementation of large-scale ERP solutions or an equally complex programme at a senior level; able to manage technical challenges, resolve problems, lead business change, and drive value from investment.Exemplary people leadership skills managing and inspiring large multi-disciplinary teams, with the ability to influence and build support for business change while upholding equality, diversity and inclusion values.Strong understanding of public sector or multifaceted commercial frameworks, contract management and working with third-party suppliers.Strong understanding of programme governance principles and practices, including risk management, issue resolution and dependency management.Ability to pass security clearance, with the right to work in the UK.About the Digital Delivery TeamThe Digital Delivery team is a new function in the Parliamentary Digital Service, bringing together capabilities from across the Digital Service to form lean, collaborative, multidisciplinary teams that manage the full lifecycle of our products.
