The Opportunity


We are seeking a highly experienced Senior Capital Project Professional to provide strategic leadership for the planning and delivery of RFL Group capital projects and programmes. In this high-profile role, you will have full authority and responsibility for managing, coordinating, and delivering our group capital programme.


Your mission will be to ensure all projects meet RFLPS strategic objectives—delivering on time, within budget, and to the highest quality, while minimising disruption to patient care, operational activity, and Trust income.


Key Responsibilities


As the postholder, you will report directly to the Director of Capital Planning and Delivery and be responsible for:


  • Strategic Leadership: Deputising for the Director and representing RFLPS and the Trust at regional and national forums.
  • End-to-End Project Delivery: Leading the successful implementation of capital-funded investments and projects from inception to completion.
  • Business Case Development: Leading project teams in drafting robust investment business cases (Strategic Outline Case, Outline Business Case, Full Business Case) in line with national guidance.
  • Stakeholder Engagement: Driving the design development process, engaging with clinical, facilities, and IM&T teams for new health facilities.
  • Governance & Assurance: Supporting and assuring the governance structures for the entire capital programme.
  • Team Leadership: Providing direct leadership and mentorship to a team of capital development project managers.


The Ideal Candidate


To excel in this role, you will need:


  • Qualifications: Educated to degree level with Chartered or Incorporated Engineer status (CEng/IEng).
  • Experience: Significant post-qualification, senior management experience in strategic project delivery within an acute hospital environment or a similarly complex organisation.
  • Leadership: A proven track record of leading and managing multi-disciplinary teams in estate strategy, construction, and project funding.
  • Strategic Planning and Execution: Demonstrable experience in developing and implementing multi-year capital plans.
  • Analytical Skills: The ability to undertake sophisticated financial and qualitative analysis to inform decision-making.
